The California Pay for Performance (P4P) program recently completed its third year of measurement and incentive payments. This program measures the performance of physician groups in treating their HMO patients on a common set of measures used statewide by 7 participating health plans. Incentive payments are paid by health plans to physician groups based on performance.
The California P4P measure set is comprised of three areas: Clinical Quality, Patient Experience of Care, and Information Technology Adoption in support of patient care. The results included in this report card are for performance on Clinical measures in 2005. Results for Patient Experience are reported at www.opa.ca.gov/report_card
Data for the Clinical measures is collected from health plans for each of the physician groups they contract with, and can be supplemented by self-reported data from the physician group. Only electronic sources of data can be used, and all data must be audited. Restricting data to electronic sources encourages adoption of IT in support of patient management, but creates challenges in collecting clinical data and measuring outcomes of care. Because of this restriction, the rates displayed in this report card are not comparable to measures that allow data to be extracted manually from patient charts.
For each physician group, this report card shows an overall clinical score, reported as a certain number of stars, and an individual score for each of 10 measures. To access the information in this report card, first select a county. The overall clinical results for all of the physician groups serving that county will appear. To view the performance on a specific measure, select that measure from the list on the left of the page.
